The deadline is April 1, 2025. The Ministry of Trade has put into effect the second phase of EİDS, authorization verification, as of January 1, 2025. Thus, it was stated that vehicle advertisements on advertisement platforms will only be placed by the vehicle owner in question, the vehicle owner’s first and second degree blood relatives or spouse, and businesses with authorization certificates authorized by the vehicle owner, and that vehicle owners will authorize car dealerships to place advertisements through an authorization screen created on the e-Government Gateway.
The Ministry of Trade made a statement regarding the Unauthorized Business Reporting Module and EİDS Authorization Verification. The statement made by the Ministry said:
“As the Ministry of Trade, we continue our efforts with determination to prevent unregistered commercial activities in the second-hand automotive sector and to prevent false, deceptive or fake vehicle advertisements published through anonymous memberships on advertisement platforms providing services in the electronic environment and to prevent consumer grievances with speculative price increases.
In accordance with the regulations made by our Ministry of Trade in order to ensure that commercial activities in the second-hand automotive trade sector are carried out by competent persons and to eliminate unregistered activities in this market, those engaged in the trade of second-hand motor land vehicles are required to obtain an authorization certificate from our Ministry of Trade. In this context, our Ministry of Trade issued second-hand motor land vehicle trade authorization certificates to 26,627 businesses in 2024.
While our Ministry of Trade implements regulations that encourage and facilitate businesses to obtain second-hand motor land vehicle trade authorization certificates, commercial activities in the sector are closely monitored in order to prevent unregistered commercial activities in the second-hand automotive sector.
In order to prevent fake vehicle advertisements in the second-hand automotive sector and to prevent consumer grievances, the Ministry of Trade imposed an obligation to verify identity and authorization on advertisement platforms in the past period, and the Electronic Advertisement Verification System (EİDS) was established to ensure that these obligations can be implemented.
With the integration established between advertisement platforms and EİDS, identity verification has been carried out on vehicle advertisements as of November 1, 2023, and it has been prevented that people who do not verify their identity information from posting advertisements on advertisement platforms.
The second stage of EİDS, authorization verification, has been put into effect as of today, thus ensuring that vehicle advertisements on advertisement platforms are only placed by the vehicle owner in question, first and second degree blood relatives or spouses of the vehicle owner, and businesses with authorization certificates authorized by the vehicle owner. Vehicle owners will authorize car dealerships to post advertisements through an authorization screen created on the e-Government Gateway.
Although the application of authorization verification on vehicle advertisements has been put into effect as of today, a transition period is envisaged until April 1, 2025. Thus, while vehicle advertisements could be placed without completing the authorization verification process until April 1, 2025, authorization verification will become mandatory for vehicle advertisements after the end of the transition period. Therefore, as of April 1, 2025, vehicle advertisements will not be placed on advertisement platforms without authorization verification, and in this context, auto gallery businesses that do not have a second-hand motor land vehicle trade authorization certificate will not be able to enter advertisements.
The identity and authorization verification obligations imposed on advertisement platforms by our Ministry of Trade aim to prevent fake and deceptive advertisements and speculative price increases caused by these advertisements, as well as to prevent consumer grievances and unregistered gallery activities.
On the other hand, the regulation in question also covers advertisements given electronically, including social media, and all vehicle advertisements given electronically are meticulously monitored by our Ministry of Trade within the scope of the provisions of the said Regulation.”
