Which Vehicles Are Mandatory to Have Camera and Tracking Systems?

An important step has been taken to increase traffic safety. Commercial and public transportation vehicles such as taxis, minibuses, and buses are now required to have camera and tracking systems. This regulation is of significant concern to both new commercial vehicle buyers and existing commercial and public transportation vehicle owners.
With the “Amendment to the Highway Traffic Regulation” published in the Official Gazette No. 32991 dated August 19, 2025, it has become mandatory for commercial and public transportation vehicles such as taxis, minibuses, and buses to be registered for the first time to be equipped with:

– Vehicle tracking system,
– Interior and exterior cameras,
– Video recorder,
– and emergency button.
This means that when purchasing such vehicles, you should definitely check whether these systems are installed. This requirement will come into effect 30 days after its publication in the Official Gazette and will be required for newly registered vehicles upon initial registration.
By when must cameras and tracking systems be installed in vehicles?

For commercial and public transportation vehicles registered before today, a phased transition process will be implemented based on model year. For owners of existing commercial and public transportation vehicles such as taxis, minibuses, and buses, the transition process will be phased in based on model year. The implementation schedule under the new regulation is as follows:
2023–2025 model vehicles will be required to have a vehicle tracking system, interior and exterior cameras, a video recorder, and an emergency button installed at their first inspection after January 1, 2026; 2018–2022 model vehicles will be required at their first inspection after January 1, 2027; and 2017 and earlier vehicles will be required at their first inspection after January 1, 2028.

Special exemption for school buses:
If you operate a school bus, there are special regulations for you. Vehicles registered or to be registered as school buses between February 18, 2025, and October 1, 2025, and equipped with cameras and recording devices in compliance with the regulations in effect before February 18, 2025, will be exempt from the new requirements until December 31, 2027.
